This isn't going to be what you want to hear, but it's what you need to hear. The truth is that he might have liked you at first but it's obvious he no longer feels that way now. He isn't putting in any effort and isn't willing to give you even seconds of his time, he is not chasing you. He doesn't try to talk to you, he doesn't bother responding to your messages. You said you think he's busy with his studies, but if that's the case why doesn't he just say so? I mean it takes literally seconds to type a sentence or two. No one is that busy, he just doesn't care. You said the last time you spoke to him was over a week ago? Most people use the computer daily, especially students so he just didn't want to talk to you. Also you asked him if you're dating or not and he didn't know? If you really like someone you just know. I mean you know for sure you like him right? You would want him to be your boyfriend and wouldn't need to wander for a second right? If he doesn't feel the same way don't bother because he certainly isn't going to. He's just going to talk less and less until he disappears from your life, it has already begun. You shouldn't message him at all, you should ignore him and see if he messages you. If you hear nothing for 2 weeks you can be sure he doesn't give a single fuck. It's a waste of time to chase someone who doesn't show any signs of caring about your existence. You're only going to make yourself sad while he doesn't even think about you. Please don't take any of this personally, like don't think you're not good enough or something like that. You just weren't exactly what he was looking for. Everyone has their types and you don't choose who you're attracted to. You were cute enough to get the attention of a half-Japanese guy in the first place (lucky :D) so don't worry, he wasn't the first guy to like you and he won't be the last :)
