If you want to go totally OCD, you could pack the vacuum-sealed panties with dry ice.

Having done a quick Google, it appears that things packed with dry ice are considered hazardous cargo (because of the carbon dioxide constantly being released, I assume), and you need to use a special foam carton. So maybe good for comic effect once, but a lot more expensive than regular mail, and probably not really practical.
Something not quite so extreme would be sending the vacuum-sealed panties with a couple of those plastic freezer blocks well-wrapped in bubblewrap or some other insulating material. That should keep your lady-essence nice and fresh for at least a few days.
