That suggests that either she has poor reading skills, she lacks the necessary imagination and intelligence necessary to get involved with fiction, or maybe she had bad experiences with reading when she was a child which mean that one of her definitions of herself now is "Not a reader."
I read voraciously as a child, and I got through books very fast. It's a long time ago now, but I'm pretty sure there were periods when I was making weekly visits to the library to check out new books to replace the ones I'd steamed through.
But then my parents had this weird idea that television was virtually all crap, and we didn't have a TV in the house until I was around 16 years old, so reading was my only escape.
There are so many other distractions these days that are superficially much shinier than a boring old book and require zero mental effort, so I wouldn't be shocked if your friend is becoming typical for younger people.
...I thought that school English lessons require novel reading. At least that's what happens at my school. So if she attends a school, she should have read some books, even if it's just school-required-reading-books.
Or did you exclude school-required-reading-books in the question?
