I had a teacher do this to me. I saved the emails and forwarded them to the head of the department to let them make the judgement call.
Teachers aren't allowed to do this. If hes not creeping on you, he'll creep on someone else. Tell your guidance counselor or principal. They'll take care of it without making you feel like an outcast.
