I take where you live she's not of legal age. The man she's dating is a hebephile. It's not normal at all. Must you even question whether or not to tell her "mommy"? I have a friend who's about 3-4 years younger than me and when she was in her early teens (I'm guessing) her parents let her date a man in his 20's. True there was parental consent, but it still isn't right... Go tell her momma and call the police. Many things can go wrong with this relationship.
