Yes; you should tell her mother. If she's your best friend then you should be more concerned about her safety than your friendship. Most likely, she will be mad at you for telling, but you did what was best for her, and that alone makes you a good friend. Do the right thing. If you know this guy can hurt her, do something about it. She is too young (and obviously ignorant) to understand it now, but in the future she will thank, whether she does it in person or not. And you will be thanking yourself for making the right decision instead of not letting yourself live it down for not telling on her when you had the chance.
