Awe, it sound's like you've gotten caught up with the wrong people, or the wrong people are surrounding you, because if you were in my presence I would welcome you to be my friend with open arms.
Some people can come across as being stand-offish, when in reality they're just waiting on you. Maybe you could invite them to hang out with you one day, or hang at your house or something..
When you said that the women don't seem to like you, maybe they're just jealous of you for some reason?
When I try to make friends, I normally just try to make conversation with them, maybe compliment them, then after a while of this... I might say, hey, we should hang sometime. Then sometimes exchange numbers. One thing will lead to the next.
In your position, I think I would let them know beforehand, "Hey... I'm sorta new to this country. I mean, I've been here for 4 years now, but I still feel like I don't really know anybody...
you wanna exchange numbers, so we can talk more? I'm not trying to come off as a creeper or anything... haha..I just thought you might wanna hang sometime.." I don't know. Something like that. Just watch who you do it to. I mean, of course try and get yourself in a group setting or somethin, so you can mingle a bit first.
