Is it normal that in my opinion some people don't deserve love?

I do not think that we, as humans, can judge whether or not others deserve love at any point in time.

However, I believe that there are those that do not deserve mercy. Mercy is only to be granted on to those who regret their actions and truly wish to change or committed such actions with little to no ill-will/ill intent.

Men like Andrei Chikatilo, Ted Bundy, Jeff Dahmer and the like are men that do not deserve mercy. Such beings are ones that deserve justice, that must be locked away so that they may not harm the rest of society and we may attempt to live our lives peacefully. They knew what they were doing was wrong and they had every chance to stop, repent, confess their crimes and accept their punishment, yet they did not. These men are not people that were merely led to the wrong path, they were men that chose a life of wickedness. They do not deserve mercy.

That's the difference between a criminal and one who has lost their way, repentance and refusal to make the same mistake again. Sometimes it takes multiple offenses for them to learn, sometimes it doesn't. But the further you dig yourself into that hole, the harder it is to get out. Now do they deserve that someone not reach their hand in to get them out? Depends, do you think they will attempt to pull you in to the hole with them?

TL;DR Everyone deserves love but not everyone deserves mercy or the benefit of the doubt, that's your judgement call to make to make sure you make it well.
