Everyone have some hairs all over our body including nose and forehead but they are just too tiny too see.
As you said that there are less hairs on your arms and legs when compared to others then it seems that the little hairs above your lips (not mustache they are different) are a result of your harmonal development and they will disappear soon I suggest you to never touch them or they will become worse.
Other than that waxing and shaving harms your skin and your mother is right about waiting till a certain age.
Unibrow looks cute but you may continue plucking them.
You are a pretty and cute girl and be sure that none of those hairs are making you look bad in any way. :)
