I have a sexual attraction to photos of young teens in little to no clothing, but i would never actually do anything sexual with a child. I know its wrong, but i want to know if its normal. Do other guys have this problem? Im in my early twenties btw.

No it is not normal for an adult to be sexually attracted to preteen and early-teen girls. You need to be in therapy and you need to avoid any situation where you would be around girls that age.
You are attracted to the taboo aspect of looking at it, but don't see pleasure in actually doing it. I see nothing strictly wrong with that, but in some cases it can lead to future problems, not least the fact that the police will be on your case unless you are careful. It could progress to child abuse in the future, even if it doesn't appeal to you now.

I would say that after a girl hits puberty it is normal to feel an attraction to her as it is nature. Laws about age of consent etc are man-made. If the girl has not developed yet it is not normal.
There is an entire genre of Japanese erotica dedicated to young girls, usually between 6-14, dressed very sexy, and doing sexy poses. Although they actually don't show any "true" nudity. There is also an anime branch where such things are encouraged to be drawn. Age of consent laws are indeed man-made, and come from a rather conservative background. To answer your question, it isn't accepted in American society, but then again few things are. Is it normal? Yes, it is based on biology.
