Anyway, the average person doesn't have desires to kill people that have never wronged them. However, they do tend to have urges to murder those that they strongly dislike or hate. Of course this also depends on the grudge held, reason for hatred, etc.
So, to answer your question: yes, I think it's normal to want to murder the people you hate. Doesn't mean you'll actually do it.
Btw, I think the title of your question is a bit misleading; unless, of course, you mean to say you hate everyone.
