A lot of this sounds reasonable/good. But "Kill everyone in Africa & the Middle East" is definitely going too far, they aren't worthless people simply because they were born in the wrong region. They are people with feelings, thoughts and often desire to live just like us. No great difference in intelligence or potential either.
Having a 2 child policy also seems too controlling (better than 1 child) and either way wont be needed if those who don't want kids at all could choose to sterilize themself early, it would even out
"Every girl is to be put on Birth Control by the time they turn 13" is also bad, because it actually causes health issues in some. And it also interferes with peoples right to decide over their own body
And why would you want to lower smoking age? It will only harm people in the long run by being both addictive and exclusively damaging to peoples physical health. Teens aren't as good at thinking consequences as adults.
