They can. Cognitive empathy is understanding how they feel, but affective empathy is that understanding effecting you emotionally. They understand that someone is hurt and how they feel just as well as other people do, they just don’t care because it doesn’t make them feel concern about it.
Is it normal that I want to hurt people even those I don't dislike?

Lol still probably not because I can controll my impulses. I heard socio / psychopaths have issues doing that.
