They can. Cognitive empathy is understanding how they feel, but affective empathy is that understanding effecting you emotionally. They understand that someone is hurt and how they feel just as well as other people do, they just don’t care because it doesn’t make them feel concern about it.

Is sadist. Wanting to hurt someone in this “minor” physical way for stimulation.
A psycho/sociopath is just a self cantered asshole essentially, and many are not violent.
