I've completed extensive research in the field of human sexual psychology.. Cognitive science is kind of my hobby. It's normal to want your sister-- biologically, you're pretty much supposed to.
Now, courtship and romance is another matter entirely! While I have a lot of experience with this, I think you should just trust your instincts. (Yes, hands-on experience. I'm not a total nerd).
I should also add that I can relate to this personally. I have a sister, she's seven years older than I am. (I turn fifteen this December.. our age difference can vary.)
We've never had sex, but we both want to. We decided that It would be better to wait until I'm eighteen, because that's when It would be legal. I live in Ohio, so I can do it without worrying.
We make out a lot, and there's some cuddling, too. Whenever she can come over, she always brings something sexy to wear. (She just wears it under her normal clothes, so our parents can't see. And also so that I can rip her normal clothes off!)
My advice? Again, if you're good at this sort of thing, you should try to romance her first. It depends on how mature she is.. Definitely wait until you're sure she's into you, too. Then fuck her.
