It is not only normal, but frankly sensible. I don't have a problem with B-cup breasts, and neither frankly do most men. But all else being equal, a C or D cup would be preferable.
I know saying as much is verboten in our modern PC culture where apparently beauty knows no shape or size, but that isn't how biology works. Breast growth in females is a secondary sexual characteristic, and thus important in attracting mates by signaling reproductive viability.
Since most men prefer somewhat larger breasts, it is normal to want exactly that, since it raises your sexual market value. But there are no shortage of women with A and B cups who have an exceptionally high sexual market value because of other physical and non-physical characteristics. So I wouldn't be overly concerned about it, instead focusing on things you can improve about yourself without something as drastic as cosmetic surgery.
