The city I grew up in had a bidet in every restroom, home or public. Now I live in a country that has none. You're right, once you use water it's hard to go back. I felt so gross/weird when I first used just toilet paper (with no water beforehand). I've heard people use wet/baby wipes but I've yet to look into how pricey that can get.
Look into "handheld bidet." Not that expensive and is easy to install/uninstall in apartments.
