Perhaps it's because your mind is still active. Your body could be exhausted but if your mind is still active, it would be hard to fall asleep. You fall asleep when your mind is rested because if you lay down, your body is resting. So try to not think of anything (it's easier said then done, though) and perhaps focus on your breathing, then hopefully you should fall asleep. If this doesn't work, you should go see your doctor as I expect they could advise you to try some exercises before you go to bed. Good luck!
