It shouldn’t be a felony. Sometimes people get pregnant on accident. But they should be sterlized somehow. I’m not going to have children because I have bad genes too.
I see your point but ask you, what are the qualifiers for being disabled? Are we talking bout Autism or Down syndrome, mental illnesses, or things like missing an arm or leg?
Things that can be enherited genetically. Not missing an arm or leg in an accident, but more like having an inherited disease that causes you to lose your arms and legs.
There are some defects (such as mild autism) that aren't severe enough to majorly inhibit someone's life, and those shouldn't be worried about. But things like inherited schizophrenia or bipolar should be screened against.
Good intentions, but like everyone else has said... someone who is mentally and physically fit will try to abuse the system in order to better fit their ideals of who should and shouldn’t procreate.

Yes. But why would you knowingly pass on bad genes? And with all the children waiting to be adopted, there’s really no need to get pregnant.
