Most people with certain mental disabilities such as down syndrome or low functioning autism don't get into relationships anyway. Other mental illnesses, I'm not sure really. Some might be capable of caring for a child, others wouldn't be. But anyway, "we don't need more disabled people in our society" sounds really rude. People with disabilities have feelings too, y'know.
