Why not go all the way and sterilise all children at puberty? Once people reach the age of 25 years old, they can apply for the operation to be reversed, but this will only be performed if they can prove that they'd be responsible parents, are capable of financially supporting children, are genetically pure, and they swear an oath to raise obedient citizens of the new Reich.

You're referring to Hitlers idea of a pure Aryan race. Good comparison. No we don't want to go back there.
it sounds ok if you take out the hitlerish Aryan stuff I think personally society would be better for it.
