Well it's not racist to say that you don't like a culture, it's just your opinion on the music, fashion, etc. As long as you don't judge black people in general for that culture then I'd say it's ok. Not all black people follow that culture (or even like it) anyway and so it would be stereotypical to assume that they do. Maybe it shouldn't be called 'black culture' to avoid people misinterpreting dislike of the culture as racism, and to avoid dislike of the culture leading to any racism.
