Yes inches. I think it is on the smaller side of normal. But my point really was, that there is not anything i can do about it. I can work to be skinnier or heavier, stronger, in bettershape, etc. But i cant do anything with my dick size, so it is what it is.
Is it normal that I think size does matter?

Inches? Because that dosent seem that small if you were four that be a different story.
