I don't agree. This and things of the sort can't be imposed on people. The incidents you mentioned occur in presence of other problems in 100% of the cases, such as mental diseases, which HAVE to be identified and cured, or in case of killings even transitory fury which would be unpredictable and might happen in any person anyway. Or perhaps someone hasn't the economical means to raise their own children. It's the government's responsibility to help these families effectively. You have to solve the problems at their root. That's more difficult, yes, but that way you don't only solve one problem, but many.
IIN that I think reproducing should be authorized by the government?
