Are you joking? The Patriot Act took away more rights than this is trying to. The world is severely over populated; there has to be either food/water/energy restrictions, or birth restrictions. Really, Many people are ill-equipped for raising a child. I mostly agree with OP, but think there are a lot of different ways to go about this.
The world isn't overpopulated. You could actually put the entire world's population in a territory as big as Northern Italy as I read somewhere, and you'd still have the rest of the world to live in. There are areas that could be much more populated but aren't. I'm not saying you should live in the middle of a tropical forest or at the North Pole. But some countries are undeniably underpopulated. I'll take the Northern European countries as my example since I am European myself. They are wealthy and beautiful countries. But people never migrate there. Why? Because the climate is colder. But there are people who live in Northern Sweden/Norway/Finland with no or few problems, so it's definitely NOT impossible to live there. People just don't want to cooperate, preferring whatever is easier.
There are also enough resources for everyone, but too much is going to waste because so few people can access them. We should think about this instead of just applying restrictions. Here in Italy we just had a referendum with a couple questions concerning water restrictions, so I know what I'm talking about...
