It's a very far leap from that, because you're proposing that we take away some people's rights, and leave others intact. Becoming a parent is one of the most crucial biological desires that's ingrained into our minds. Just look at what people already complain about with the abortion issue.
For the record I don't have much interest in having kids at all, but it's obvious that for the vast majority of people it's their most significant life's desire, or whatever.
It seems like with every decision, some rights are given and some are taken away. With abortion, rights are given to the mother but taken away from the fetus. Maybe I can't fully comprehend how people would feel the need to reproduce more than twice because I don't want kids either. I guess the only way we'd know if this whole thing would work is if it was tried out, but it probably never will be.
IIN that I think reproducing should be authorized by the government?
