I agree 100%. I hope one day soon this will be how it works, rather than being forced to move to a different planet first XD...
China's one child policy is a great example, but yeah I think your idea would work really well for helping control the world population and stopping child abuse etc.
IIN that I think reproducing should be authorized by the government?
