Yeah, it's normal, but castrating them won't do shit. For most rapists, it's not about sexual pleasure or even their sex drive in general. It's more so about power, control, dominance, and in many cases, revenge (the person that they are raping resembles a person or group of people with whom they have fallen out with).
I think that there should be better measures as far as rehabilitation goes, and as soon as I think of a solution, I'll let you know. THINKING CAP!
