Well Obviously, they cannot hear your thoughts. When you think of something dirty, or innapropriate, they aren't staring. And if they are, It might be because you have a "panic" facial expression and they are wondering what is going on. People also just tend to generally stare at people around them. Don't worry about people hearing your thoughts, they are concealed to you and only you.
