It is a biological incentive to continue existing. Most of us have a desire to procreate and raise children at some point.
I agree that we're at risk of creating an unsustainable population, if we haven't already arrived at that point, so sex education in the poorest countries, widely available and cheap contraception and possibly some form of financial or sociological encouragement to have a limited number of children per family could help.
I would say however that unless you prove I would be an unfit parent, you're not going to stop me from having a child. I'm going to enjoy this Earth selfishly as long as I live.
