Maybe in some cases. Someone calls you or whomever a name maybe once or twice - deal with it and move on. BUT, if they continue, make you feel uncomfortable and constantly mess with you, it's bullying and no one likes that. Why should anyone have to deal with it? They shouldn't. Anyone who bullies knows what they are doing.
