Self awareness is indeed a wonderful thing. However, those who are prone to acts of that type of behavior, regardless of their understanding of self, tend not to care for such a discernment. As such, i invite you to take the tour starting at the corner of "i am rubber you are glue" drive and "i don't give a damn" avenue.
See, you've narrowed down your search already. Obviously it's not the bullies themselves so we are left with the rest of society and what it deems acceptable behavior. Obviously you give a damn or you wouldn't have asked about it in the first place.
You can care about one thing and not care about another. I could be lazy and reference the holocaust as a citation of a time when society's definition of acceptable behavior is not even close to what's good for everyone, but i just did so...
If the rest of society defines bullying, is the concept of individual choice invalid or merely unacceptable; given the choice between conforming and being in the wrong? And is a society that prevents bullies from harming others really better off for having done so, or would society do better to let the individual learn how to deal with the stress and offer ways strengthen themselves rather than attempt to silence the offender, also known as "bullying the bully"?
IIN that I think anti bullying has gone to far?

Yes, but who defines bullying? The victim? A third party? The perpetrator?

Yes, and most people capable of creating a right and a wrong are also capable of not attacking someone solely for the benefit of another.
