I think anti-bullying is a noble cause, and yes bullies should be reprimanded if caught.
Big however... you simply WON'T stamp it out. Ever. It's something that's going to happen and these people will bully over any little "funny" thing they can pick out.
The best antidote is to teach a kid self-worth and to stand up for themselves. Nothing stops a bully in their tracks faster than picking on the wrong one, that one who won't take their shit and claps back. That's an important life skill anyway. You're not gonna get anywhere once you go out into the adult world, if you're still a doormat who can't be cutthroat. I had to learn that too, being picked on in school.
I saw this the other day and thought it was quite interesting. I've always believed (and studies have shown) that many if not most issues can be helped or avoided by early childhood intervention. And encouraging the development of empathy in young children is a big thing.
