It is a behavior often associated to various kinds of childhood mental conditions and developmental issues. It is not uncommon but it should've been considered an early sign of future personalities disorders. And dealt with by a infancy therapist or whatever. When it comes to this kind of issues parents are likely to be the ones responsible for the early interest,often compulsive,for their own genitalia. Basically they fail at directing the kid attention towards some other,possibly intellectually stimulating activity. Such as.. Well there are many of them. Instead of fingerpainting.. Oh! This feels a lot better! Are you done fingerpainting yet? Not yet mum! What have you been fingerpainting? It is,my own crotch. How messed up is that?
