1. Your clocks and the clocks around you are broken or sabotaged.
2. You have eyesight problems and your brain is substituting missing visual data with nice matching doubles.
3. (most likely) You look at the clock at all sorts of times. However you do not really 'notice' the time without it being special. (doubles) So when you see another double you try to remember the past times you looked at a clock and since the doubles are the only remarkable ones, those are the only ones you remember. So even though you [subcontially] observed all sorts of times, you only remember the special ones and then assume something is up.
This happens with a lot of people with a lot of things.
