You did nothing wrong, at all, period. Look at the overwhelming responses you are getting. You acted based on what your brain was doing in a split second whether you wanted it to or not - which was to protect your loved one.
The woman likely reacted the way she did because a lot of people treat mentally handicapped people horribly, and she has seen it over and over again. In her poor judgement, she likely convinced herself that this situation was another scenario of abuse, instead of one where abuse was stopped.
The cops and your boss likely reacted the way THEY did because they are frightened of the sensitive nature of the incident. Unfortunately, it's all about not looking like the insensitive bad guy. Ironically, this further propagates discrimination against mentally handicapped people in that it is discrimination in its own right.
Now that I've been all flowery with my words... time for my opinion! Yay! You're a hero and a badass brother. I wish I had one like you! Nobody should get to sexually assault your sister and you damn well should have slugged the guy, regardless.
