She keeps cancelling on you- that is the first thing that would piss me off, infact I'd have stopped making the effort a long time ago. A friendship is a two way thing.
She maybe stubborn or embarrased and building up courage to talk to you. If she really is your "BFF", well life is awfully short so I'd just give her a ring, if no luck still then just forget about her, just a thought...
BUT you don't want to ring her lol the only option is waiting, she will come round but in the meantime you're going to stew over your feelings and it's only going to get worse in your head.
Personally if I still wanted to make it work I'd try texting her or facebook messaging her or something and literally tell her EVERYTHING that's bothering you, the fact that she is constantly cancelling on you over a man, the fact that she admits she's in the wrong, the fact that it's quite obvious you're the only one making the effot. That way you've tried, the ball is in her court and she has this one last chance to make a difference and if she doesn't she's really not worth it.
It's so horrible falling out with a close friend =( so good luck!
