    Unless sexual activity is involved, you're not really with someone. If there is none you're just friends. So yeah a relationship is illegal.

      Well, I disagree. There are couples that don't agree to sex until married, and they live together in a relationship, do things couples do, etc.

        But they're "going" to have sex!

        And i just ment by definition, someone you spend time with, are close too, have deep conversations with, stays at your house, but you don't have sex with is just a perfect desciption of a friend.
