You have to realize that a lot of stuff on the internet isn't even serious. Doing something like this wouldn't actually help at all, only restrict the freedom of speech.
Police have better things to be doing besides calling people for random crap said on the internet, they'd be calling people by the second. And I really don't like the idea of someone "checking up" on me everytime I decide to make a morbid joke. I really, really, hate the idea of somebody monitering everything I say, and calling me if it violates some nonsense regulation rule. And what would calling even do? Any rapist with the mind of a half dead goldfish wouldn't tell them they're a rapist anyway.
Is it normal that I'm disturbed by a Youtube comment?

Thing is, you can't know. Not on the internet, where jokes and serious statements can be easily interpretted as one another.
