So a couple of days ago we visited our cousin's house for a graduation, and his younger sister who is 16 with i would say high B to low C sized boobs, and anyways, one day she came out of the shower (she is attractive)in a bath robe sort of thing and was talking to me when her boobs popped out, they were REALLY nice, and i think i'm attracted to her even more now, is it normal?

    Unless you are dead, it would be normal. But you have to keep some balance, so may want to let your dick slip out at some convenient point.
