Of course that is normal. You don't feel ready for a relationship that may lead to that level of intimacy, and you don't want casual sex. So isn't it kind of inevitable that you would remain a virgin?
I think some day the right guy is going to come along and you will build that relationship. In the meantime, why not just date guys - learn about them & yourself - enjoy the companionship. There are all kinds of levels.
