    In the event that a pregnancy occurs (yes, a pregnancy can occur without penetration, even with clothing on), a rule will need to be devised. This will, most likely vary from region to region.
    My PERSONAL opinion is, that a female should in these circumstances, forfeit all parental obligations that might be imposed on the male. I would also recommend that the female has an abortion as quickly as possible.

        More or less, YES. At first some people might make some transgressions until they become familiar with the rules. These should be talked about AFTERWARDS and posted publicly (no names) in one place. If many people make the same mistake(s), these should be discussed and solutions (modifications) should be made.
        It is important to abide by the most important (applicable) rules that apply to yourself.

            There have always been rules.
            If you walked up to a guy on the street and grabbed his cock, you would probably be arrested, or worse depending on where you are.
