Top notch is an expression based on reaching a maximum height or level which can not be surpassed. So when you use the expression "top notch", you are saying that something is the best.
Top shelf is an expression based on the placement of higher quality, more expensive good on the high shelves in a store. Or, the placement of the more expensive brand name liquor on the higher shelf in a bar. So again, when you are using the expression "top shelf", you are saying something is the best.
Both expressions are normally interchangeable, and would be in my statement above.

I would still expect an English Teacher to be able to tell a story, in English, properly. You are not required to agree with me.
