Maybe it's because you know that it's just a courtesy smile that they are giving you and that doesn't feel real enough to you to warrant a smile back at them from you? You want to be polite, but at the same time you also hate formalities and therefor refuse to oblige by societies conformisms (somebody please correct me on the usage of that last word...)
Did that even make sense? Maybe somebody else could explain it better.
