Is it normal that i hear distant voices sometimes?

I'll hear distance voices late at night and it sounds like a TV basically. Sometimes it'll sound like they're argueing with someone..like I'll hear my mom yell. I can't hear what they're saying though.

I was sitting by the conditioner thing one time and I heard a guy speak Russian thought it. (yes, I speak Russian) but yeah, I couldn't tell exactly what he was saying but he was speaking Russian. It kind of sounded like a radio.

This happens late night and when I really listen to the silence the voices start to form. Like when I concentrate on it. Is this normal?
