Statistically speaking, most people (men and women) do or have masturbated by your age. But there are some who (for whatever reason) just don't feel urges the way most people do. So statistically speaking you're out of the norm, but there's nothing truly abnormal unless it's causing marital problems or sex life problems, or problems in general.
