According to a howstuffworks.com podcast episode on cellulite, 90% of women have it, which has been true in my experience. It's something to do with the structure of connective tissue under the skin, which is different in men and women, and is unlikely to be affected much by diet or exercise (or lotions or whatever). My sister is extremely thin and has done modeling work, and even she has cellulite!
