It's not normal to have a fear of them. You have to remember that they are mentally inferior to you and if they aren't even capable of controlling themselves or understanding how to appropriately behave in public, don't react in a way as if they're some kind of uncontrollable animal. It's irrational to actually feel fearful to be around mentally handicapped people - I'm sure only a small amount are actually violent and even if they are, there isn't much they can really do to harm you.
