From an early age we've been taught to weigh the consequences and rewards of our actions, like the tolken saying "Think before you speak/act!" This voice is the same voice speaking in your mind's eye when you read a book or type a reply to my comment; it's simply you!
So if you do want it to stop debating cause and effect, practice performing an action while thinking of your favorite song, or have your inner voice recite some stream-of-consciousness poetry.

But I would say it's perfectly normal!
