I think it would be good for you to tell him how you feel. He obviously kind of knows that it's not the nicest thing to do because he was trying to hide it and he felt like he had to come clean.
I think you are right to not forbid him to do it, because that won't help. But if you tell him that it really hurts your feelings and even tell him that you were really flattered when you thought he was just thinking about you, maybe it will strike him a little and he might try to stop.
